The Federal Government has called on Ministries, Departments and Agencies to ensure timely adoption and implementation of the 1Government Cloud Enterprise Content Management System (1Gov ECMS).
Mrs Didi Walson-Jack, Head of Civil Service of the Federation, made the call in Abuja, on Tuesday, at the Go-Live event to celebrate the migration from the Laser fish to the 1Gov ECMS.
Walson-Jack noted that the 1Gov ECMS was not just about technology deployment, but a realisation of a promise made under the Federal Civil Service Strategy and Implementation Plan 2021 to 2025.
According to her, the Office of the Head of Civil Service of the Federation is going live on the 1Gov Cloud ECMS. We said we will build a civil service that is digital. Today marks a great milestone in the delivery of this promise.
“Over the last one year and seven months, we have prepared the foundation for unify digital stride for the service. Ministries that have not yet begun their ECMS implementation should adopt this platform going forward.
“Those ministries that already run an enterprise content management system on a different platform will continue until their migration which is planned for 2026.
“Our decision to migrate from laser fish to the 1Gov ECMS is based on four strategic reasons that are both policy driven and operationally essential for the future of the Nigerian public service.”
She listed the reasons to include for national sovereignty of digital infrastructure; 1Gov ECMS delivers national interoperability and eliminates the fragmentation that comes with isolated deployments.
Other reasons she said were that the 1Gov allows MDAs to operate on one digital backbone, one workflow language, and one record system and it is faster and more inclusive in adoption.
She stressed that while Laser fish was a foreign proprietary stack, 1Gov ECMS was delivered through Galaxy Backbone Limited which is a government owned enterprise.
“When every ministry, department and agency is on one Nigerian owned platform, the government negotiates as one buyer, not hundreds of small fragmented buyers.
“This unlocks cost efficiency, transparent pricing unified capacity building and a consolidated support model.
“It allows the government to fully utilise the benefits of a government owned enterprise and avoid the long term costs associated with foreign vendor lock-in.
“In addition, validated standard operating procedures as I have mentioned already exist for the common services departments, so MDAs can immediately deploy processes without months of redesign.
“This makes it possible for the nation to move at speed and to achieve the target for paperless government operations by 31st December 2025,” she explained.
The head of service further explained that Galaxy Backbone One Government Cloud Framework was designed to break down silos across ministries, departments and agencies
“The platform works on mobile phones, including Android and iOS. It supports electronic signatures. This ECMS will directly integrate with the performance management system which we currently run,” she added.
She emphasised that with the 1GOV ECMS, every task becomes auditable, approval becomes traceable and output becomes measurable.
“This is how we finally shift from performance by perception to performance by evidence. High flyers will be visible. Capacity gaps will be plain to see, output will be measurable, and delivery will become the new culture.
”The BMS ECM full integration will be completed in 2026,” Walson-Jack said.
